Period of Performance:  Date of Hire through 01 May 2014, with high probability of option year through 01 May 2015.


This position is in support of a government customer.

The Functional Analyst performs business analysis and requirements development activities - and develops comprehensive functional specifications for National Archives and Records Administration’s (NARA) Digital Processing Environment (DPE) system. 

The Functional Analyst works in conjunction with the DPE Solution Architect and NARA Subject Matter Experts (SMEs) to define business needs for the DPE system, develop DPE system use cases, and elicit stakeholder and functional requirements for the DPE system.

Will elicit and document Stakeholder Requirements. 

Will develop and document Business Scenarios and Use Cases.


Will decompose stakeholder requirements to functional requirements.

Will decompose use cases to functional requirements.

Will develop and document system validation criteria.

Will decompose functional requirements to system requirements.

Will ensure / document requirements traceability.

Will participate in business and end-user working sessions to elicit functional needs and stakeholder requirements.   

Will perform other duties as assigned.

Required Education:

A Bachelor of Science degree in Business, Management, Operations Research, Information Systems Management, or a related discipline is required.

Required Experience: 

A minimum of 8 years total business process analyses experience with 4 years experience working on Information Technology (IT) system development projects is required.

Excellent oral and written communications skills are imperative.

Expertise in BPMN process modeling, UML use case modeling, requirements management tools such as DOORS or RequisitePro, digital file and electronic record processing tools is preferred.

Work Schedule

First shift normal duty day M-F 8:00 am – 5:00 pm is expected.


United States Citizenship is required.


Travel Estimated:  No travel is planned or expected, but should be prepared to travel if required by NARA.

May need to possess and maintain current U.S. passport.

Limited to per diem allowed in accordance with the Joint Travel Regulations/Federal Travel Regulations (JTR/FTR) for pre-approved travel if required.
