Venatôre Wins STARS III Task Order to Digitize and Modernize US Army INSCOM Records

Venatôre, a leading provider of secure, resilient, and integrated technology solutions for national defense and federal missions, and an ISO 9001:2015 certified, today announced that it has been awarded a prime task order on the General Services Administration’s STARS III Governmentwide Acquisition Contract (GWAC) to provide end-to-end records management and digitization services for the US Army Intelligence and Security Command (INSCOM).

GSA’s best-in-class STARS III vehicle carries a $50 billion ceiling. It features a five-year base ordering period with a three-year option, providing federal agencies with rapid access to vetted small business innovators for complex IT services and solutions.

Under the new STARS III task order, solicited by the Army Contracting Command, INSCOM, Venatôre will execute a multiphase program that transforms INSCOM’s paper-based archives at Fort Belvoir, Virginia, into a secure, fully searchable digital repository. The scope includes deploying high-capacity scanning stations across three security domains, each processing up to 5,000 pages daily; performing document preparation and metadata capture in compliance with NARA standards; and engineering a relational records management system to track provenance, retention, and disposition of all digitized content.

“Preserving the Army’s intelligence history while making it instantly accessible to analysts is a mission perfectly aligned with Venatôre’s records management pedigree,” said Maria Martinkov, CEO of Venatôre. “Our team will combine high-speed imaging technology, zero-trust data protection practices, and ISO-certified quality controls to deliver a digital archive INSCOM can trust today and for decades to come.”

The award extends Venatôre’s track record of exceptional performance on enterprise IT and records management programs for US Central Command, Southern Command, and other Combatant Commands. By leveraging STARS III’s streamlined ordering path, INSCOM can accelerate its shift to data-centric operations, improve Freedom of Information Act and congressional response times, and reduce the physical footprint and security risks associated with legacy hard-copy holdings.
